Humanitarian Affairs

Humanitarian affairs officers (HAO) and advocacy managers help Médecins Sans Frontières (MSF) to expose the impact that conflict and neglect have on the people we support and care for, and to advocate for them. They also ensure we maintain access to our patients. From carefully building a sensitive advocacy strategy to writing reports on the exclusion of certain communities from medical care, the role of an HAO is incredibly varied.

Our HAOs are usually based in the capital city with frequent travel to our projects and are responsible for gathering information from all actors involved in the situation they are working in. They then use this to strategically advise on how MSF operates and communicates in situations that jeopardise our access to patients, our voice and our principles.  

ACTIVITIES

  • Analyse and report impartially on key medical-humanitarian issues
  • Strategically advise on MSF’s operations to safeguard access to patients, community perception, and organisational principles
  • Lead the development and implementation of advocacy strategies on violence, displacement, protection, and medical assistance quality
  • Influence practices and policies through advocacy to benefit MSF patients and affected populations
  • Build and maintain strategic relationships with authorities, local communities, and international stakeholders to promote MSF’s priorities, increase the leverage and impact of advocacy, and strengthen operational communications
  • Organise discussions, training, and briefings on humanitarian principles and advocacy to engage MSF staff
  • Supervise data collection to ensure the quality of field-level data

 

REQUIREMENTS

  • Compliance with essential criteria for all potential international staff
  • Master's degree in one of the following fields: anthropology/social/political sciences, law, gender studies, protection, international relations, or other relevant subject 
  • Minimum of three years working experience in humanitarian affairs, analysis or advocacy e.g. civil society organisations, institutional and donor experience, law, academic and research experience (preferably in the field of humanitarian affairs), or humanitarian and/or human rights advocacy (policy research/analysis/making, lobbying/diplomacy, strategy formulation, experience of influencing policy/practice change, representation, public communication)
  • Minimum of three years experience with international NGOs, UN agencies, human rights organisations, and at least two years experience working in a humanitarian, conflict, disaster, or a resource-poor environment
  • Data collection skills - qualitative research/human rights monitoring/refugee casework experience
  • Good understanding of current humanitarian debates and of the challenging nature of modern humanitarian interventions
  • Fluency in French, Arabic or Spanish
  • Availability to work for a minimum of 12 months
